Three clarifications an overwhelming number of parents keep asking about the new age cut-off. For each one, the plain answer first, then the exact words from the Ministry of Education and KHDA documents, so you can weigh the source yourself.
Question 01
Does a nursery place count as being enrolled?
The short answer
Yes. A nursery or early childhood centre place counts as being in the system, so the new December cut-off does not apply. Both documents name nurseries alongside schools, and both protect children already enrolled.

“It does not affect: Children already enrolled in a Dubai school or nursery; Children transferring within Dubai.”
“It will not apply to: Students enrolled during the 2025-2026 academic year in schools, nurseries, or early childhood centers, whether public or private.”
Question 02
Do British schools keep readiness flexibility every year?
The short answer
Yes, for the readiness route into FS1: a September-to-December child who is not yet three may be assessed for FS1, every year, not only in 2026-27. Keep this apart from the one-time FS1-or-FS2 choice, which really is for 2026-27 only.
In the documents’ words
“Children born between September 1 and December 31 … may be assessed for FS1 readiness. This provision applies from the 2026-27 academic year onwards.”
“If not found ready, they may enroll in FS1 the following academic year. This applies annually starting from 2026-2027.”
Where it gets unclear
A separate line says that from 2027-28 there is “no cohort-based flexibility.” The readiness route is triggered by one child’s birth date and readiness, not by a birth-year cohort, so the better-supported reading is that it survives. The documents never restate this in one place, which is the part still open.

Question 03
What changed between the first guidance and June?
The short answer
Between the Ministry’s first cut-off guidance (cover-dated December 2025) and KHDA’s June guidelines: the core protection held and the 2021 window widened, but the flexibility became harder to reach, and the word “annually” softened to “onwards.”
- Who is protected
- Barely moved, which is the good news. Both versions say a child already enrolled, nurseries included, keeps the cut-off they enrolled under. June adds that the new cut-off “does not apply retroactively.”
- The 2021 window
- Widened. The first guidance offered its exception only to children born September to December 2021. June extends it to the whole of 2021 (born January to December), choosing FS1 or FS2.
- The FS1-or-FS2 choice
- Unchanged. Still a one-time measure for children born September to December 2022, for the 2026-27 year only.
- The readiness wording
- Softened. The first guidance said the FS1 readiness route “applies annually.” June says it applies “onwards,” then adds a separate line about “no cohort-based flexibility” from 2027-28. That is the seam behind question 2.
- How you reach the flexibility
- Heavier. The first guidance let the school and parents “jointly decide.” June requires a documented readiness assessment, KHDA approval, and signed consent, and states placement “may not be confirmed based on school-parent agreement alone.”
- Changing a grade later
- New in June. A full exceptional-placement process now applies, with a risk score that must reach High or Critical before KHDA will consider a change.
