What changed since the first guidance

For the British curriculum, the long-standing cut-off was 31 August; the new guidance moves it to 31 December, starting 2026-27. On paper, a single date. The Ministry’s first cut-off guidance was cover-dated December 2025; KHDA’s fuller June guidelines followed. In practice, the newer guidance rewrote how the exceptions work, and softened the wording families had relied on.
Below is the passage that carries most of that weight, from KHDA’s Student Placement Guidelines: FAQs for Parents (Section 2, pages 3-4), the parent companion to the full guidelines. The document’s own words first, then a plain-language read of each line.

“The updated rule applies only to children who are registering in the KHDA system for the first time in 2026-27. It does not affect children already enrolled in a Dubai school or nursery, or children transferring within Dubai.”

“One-time flexibility: if your child is not currently enrolled and was born between September 1 and December 31, 2022, you and the school may decide whether FS1 or FS2 is the most suitable starting point during the 2026-27 academic year.”

“In UK curriculum schools only, limited flexibility may apply for entry into FS1 where readiness is formally assessed and documented. This does not apply to other year groups.”

“If the school and parents do not agree on readiness, the school’s professional judgement will apply, subject to KHDA review if formally requested.”

“Once your child is enrolled in a year group, they will continue their education through normal age progression and will not move up or down later unless approved through KHDA’s formal exceptional placement process.”
